Accountant/Bookkeeper

The Africa Rice Center (AfricaRice) is seeking a highly qualified Accountant/Bookkeeper who will bebased at AfricaRice Office in Suakoko/ Liberia. S/He will work under the supervision of Head of Accounting.

Position purpose
Under the functional supervision of the Head of Accounting and administratively by the Country Project Coordinator in Liberia, the country Accountant/Bookkeeper will be based in Suakoko, Liberia. The position will be responsible for financial and bookkeeping activities in the country. Keep accurate records of all projects financial transactions.

Position responsibilities
He/She will conduct activities with specific tasks that include, but are not limited to:
• Bank Payments: Preparation of all payment vouchers (PV) for cheque payments ensuring that
all supporting documents are attached and approved as per AfricaRice policies;
• Ensure all cheques are authorized as per bank mandate and AfricaRice policies
• Preparation and maintenance of the cash book;
• Regular monitoring of the bank account with weekly bank balances shared with HQ;
• Timely preparation of the monthly bank reconciliation, ensuring all transactions have been
recorded in the cashbook. All reconciling items must be resolved with the bank within 7 days
of close of month;
• Petty Cash: Maintenance of the county petty cash imprest diligently and the petty cash book;
• Preparation of all petty cash vouchers (PCV) for cash payments ensuring that all supporting
documents are attached and approved as per AfricaRice policies;
• Carry out weekly petty cash count and share the end month cash count with HQ. Promptly
report any variances to the Country Coordinator and Head of Accounting;
• Timely preparation of the monthly financial returns for approval by the country coordinator
and submitting the same to HQ in the appropriate OCS format;
• Timely preparation of monthly imprest replenishment request for approval by the country
coordinator and submission of same to HQ;
• Prepare mission authorization for staff travel and provide advance for the mission;
• Review and process all local travel expense claims (TEC);
• Ensuring that all expenditure is per the approved budget;
• Preparation and processing of the monthly national staff payroll;
• Prepare and maintain a fixed asset register of assets in the country (Capital and non-capital)
and carry out annual physical assets verification and submit the report to HQ;
• Any other task that may be assigned by the Supervisor for efficient functioning of the finance
function in the country.

Qualifications/Selection Criteria
Education: Advanced Technician Certificate (Accounting), bachelor’s degree in accounting or
finance or equivalent qualification.

Work experience and key competencies required:
• 2-3 years accounting experience in a donor funded organization
• Knowledge of general accounting principles, regulatory standards and
c o m p l i a n c e requirements
• Knowledge of automated accounting systems.
• General arithmetical skills
• Proficiency in MS Office and computerized financial systems. Experience in an ERP system
will have an added advantage
• High degree of accuracy, attention to detail and confidentiality
• Excellent data entry skills, analytical, problem solving and decision-making skills
• Effective verbal, listening and written communication skills
• Effective organizational, stress and time management skills
• Demonstrates a sense of urgency and ability to meet deadlines
• Demonstrates honesty and integrity.
• Ability to work independently or as a team member

Languages
• The candidate should be able to communicate fluently (orally and in writing) in English or
French and have a good working knowledge of the other language.

Terms and Conditions
• This is a local position and therefore only Liberian nationals or foreigners residing in
Liberia with right to work will be considered.

• The initial appointment is for three (3) years with the possibility for renewal based on
performance and availability of funding.
