Negotiations on Resource Mobilization began slowly with the task to review four annexes: a revised strategy for resource mobilization, a non-exhaustive list of actions to address the biodiversity finance gap, discussions on a potential dedicated global instrument for biodiversity finance, and terms of reference for a possible working group. Countries are divided on priorities, with some advocating for a new instrument, while others focusing in the resource mobilization strategy, as they do not consider it necessary to have a new fund. The strategy focuses among other things to promote the updating and implementation of national biodiversity strategies and targets, supported by initiatives like the NBSAP Accelerator Partnership and developing and implementing national biodiversity finance plans to increase resource mobilization.
