In fragile, conflict- and violence-affected (FCV) settings, acting early to reduce the impact of hazards is crucial to protect the lives and livelihoods of those most in need, and to avoid further pressure on already burdened disaster response systems and funding.

Building on emerging lessons, best practices, and an understanding of persistent challenges and knowledge gaps related, this toolkit brings together hands-on resources to support practitioners in implementing conflict-sensitive, effective, and sustainable anticipatory action in FCV contexts, including locations with significant displacement. It complements existing guidance on anticipatory action and disaster risk reduction in FCV settings by working together with populations affected by the intersection of conflict, displacement, and climate.

The toolkit was developed by the Red Cross Red Crescent Climate Centre, the Anticipation Hub and the International Water Management Institute, under the CGIAR Fragility, Conflict and Migration Initiative and in close collaboration with the Anticipation Hub’s working groups on conflict and multi-risk.

It is primarily aimed at practitioners involved in planning and implementing anticipatory action in FCV contexts who already understand the basic principles of anticipatory action. Users should be familiar with or have already implemented anticipatory action yet may not have designed or implemented it in contexts affected by fragility, conflict, and/or violence. This may include members of international organizations, governments, NGOs, or civil society organizations, such as implementing partners in anticipatory action programming.

Join the launching webinar of the toolkit

The toolkit will be officially launched in a webinar on 30 April 2025, 2:00-3;30pm UTC +2 kicking off a new IWMI learning series, supported by the CGIAR Food Frontiers and Security Program. Co-hosted with the Red Cross Red Crescent Climate Centre and the Anticipation Hub’s Anticipatory Action in Conflict Practitioners’ Group, the session will introduce the Toolkit’s purpose and structure, and explore how it can be applied in practice. Participants will hear from scientists and practitioners working in FCASs in real-world contexts.
