The presentation applies a novel method for regulatory analysis—Regulatory System Mapping— to assessseed regulatory systems, which allows for both a comparative and contextual analysis of seed systems.Regulatory Systems Maps (RSMs)aredata–driven legal tools developed by the New Markets Lab (NML) that break down regulatory processes into concrete steps, present discrete intervention points, and highlight good practices that underpin laws and regulations(Kuhlmann 2025; Kuhlmann, 2021; Kuhlmann et al. (2017, 2022, 2023, 2024); NML, 2024).
This presentation by Professor Katrin Kuhlmann, NML’s President and Founder, and Adron Naggayi Nalinya, Senior International Legal Specialist at NML, will center on the RSM methodology and its application to various seed regulatory systems, with a focus on illustrative comparative findings from Uganda, Rwanda, Ethiopia, Tanzania, and Kenya. These countries have incorporated regional and international rules and standards along with fit-for-purpose provisions in their seed systems that address the unique challenges of stakeholders at the national level. The presentation will share key findings and highlight implementation gaps, regulatory gateways, flexibilities, and the effectiveness of seed rules by using mapping to approach regulatory processes in a granular manner.
